It gives me particular pleasure to write the Foreword for this the “Silver Anniversary” edition of Office OSCAR. During the last 25 years there has been considerable progress in the quality of service charge information being provided by owners to their occupiers. This has been further enhanced by the introduction of the Royal Institution of Chartered Surveyors’ Service Charge Code in 2007 which has been embraced by nearly all the major owners and managing agents. This has led to a greater uniformity in the way in which information is being presented to occupiers and one of the many benefits is that it is easier to make like for like comparisons between the running costs of different properties. 

The OSCAR series are one of the most frequently requested of all Jones Lang LaSalle’s research papers. This reflects the importance of service charge expenditure in the running of occupiers’ businesses and for owners in assessing whether the costs of running their buildings are being undertaken in a competitive manner.

I do hope you will find Office OSCAR of benefit. A great deal of effort has been put into producing this publication by the Jones Lang LaSalle team. On their behalf I would like to thank the contributors for the information and support they have provided.
