Security is now the largest component cost for air-conditioned buildings and has replaced M&E Services which previously held this position. However, these two heads of expenditure have tracked each other closely for the last ten years and continue to do so.

The cost categories in respect of non air-conditioned buildings have shown some changes in order although a number of the percentage spends in categories 3 to 6 inclusive are very close. We have commented elsewhere in the report about the increase in site management charges which has resulted in this category rising from 7th to joint 3rd.
